Why does technical-only SAR training fall short?

Most operational failures in rescue work are not caused by a crew member who cannot tie a knot or handle a boat. They come from degraded situational awareness, unclear communication, unchallenged authority gradients, fatigue and poor handover. Technical training alone does not address any of those.

How do you build human factors into an existing programme?

By adding them to what already exists: scenario design with realistic ambiguity and workload, briefing and debriefing structure, explicit crew-communication standards, assessment criteria that include non-technical performance, and instructor development so trainers can teach and assess it.

Can this be assessed?

Yes. Non-technical skills can be defined as observable behaviours and assessed with behavioural markers during scenarios and underway time, in the same way technical competencies are assessed.
